This is actually quite simple. I will tell you in steps because it is really really quite easy.
1. Join the site
2. Post a thread for your site. Please include the URL and why it should be featured.
3. If you are not the admin please make sure that the admin is okay with that.
4. Get your members to vote for your site by joining (subscription is voluntary) and replying to your thread with their vote.
5. The sites that have the most votes will be featured.
